Both are the same trouble. The trip mechanism is not working right. It is not starting the change cycle, and it is also retarding the pickup arm.

Usually the trouble is that grease got into the trip parts. They must be clean and dry to function.

Also the arm bearings have a damping grease in them which may have turned to gunk.

There is also the possibility that someone tried to keep the turntable from shutting off after the last record, and bent the trip slide.
