This looks like it could be a "record your voice" record created especially for military men (in this case, most likely the Army Air Corps) to send recorded messages back home to their loved ones during WWII. The B-side is the tip-off because the grooves are cut so close to the label - recording devices have been known to do that. I've seen a couple others created for the same purpose which were also advertising items for Pepsi-Cola and Gem Razors. The Pepsi records I have are double-special as they are not only advertising items but also contain recordings of a radio broadcast celebrating V-E Day - somebody must've had a radio-phonograph and recorded with the only discs they had on hand. I've never seen the Roosevelt record before - nice piece!

That looks like a soundsheet that was included with a magazine. It should play at 78 rpm with the 78 stylus, but those are usually too warped to play, unless they were stored in a perfectly flat place.

That disc was actually part of a set. I believe there were six in the set and had various speeches of his and pictures and were different colors. They were like a Durium or Vogue type record and are hard to find w/o the age crazing.
