Definitely a "home repair" job, but a very nice one. The problems associated with degrading pot metal did not surface until years after the Orthophonic Victrolas left the factory, and these models were long out of production, so this is not something Victor would have done.
While new tonearm supports are available, I'd leave this one, as-is, unless there is noticeable drag or shake. You might also want to make sure that steps were taken to insure that the area around the base of the tonearm is air tight. You could probably do this by inserting a grease soaked felt washer--if there isn't already one in place.
