1953 Wurlitzer 1650a Turntable Spins Endlessly

I have a 1650a that has gone into a cycle of endless play even when there is no record on the turntable.

For example, when I turn the jukebox on the record holder lifts and begins to turn with no record selection begin made. If I move the upper tonearm to the left the system thinks the record is over and lowers the record holder but immediately begins the cycle again. If I don't move the tonearm to the left the record holder will spin forever.
