Hi Martin,
It would be my guess, that the motor carry-over switch is not functioning to stop the motor after the last selected record has played. Either the switch is/has failed, or someone "re-adjusted" it ---
Do you have the Service Manual--it shows this switch and the (critical) "adjustment" for it-- Ron Rich

Hi Ron, Thanks for the help.
very interesting your answer.
I don't have the manual, I've searched a lot, but in my city is difficult to find something.
It could be this switch?

Hi Martin,
Yes--that's the switch !
You can purchase manual(s) from any of the suppliers listed in the "announcement/sticky" topics above this in the jukebox section.

Your machine isn't "making a selection". I will explain...There is a cam on the bottom of the mechanism. It has a notch cut into it. It has two switches that work off this notch, The one on the front is the "at rest", carry over or home switch. Ron called it the carry over switch. The rear switch stops the mechanism at 1/2 a cycle to play the record. The cut off switch or "end record" switch starts the motor again to bring it around to rest again. (you make this switch when you press the cancel button) Your problem is the front switch. This switch is activated by the reset gate on the front of the selector bank. it has a tab that when the gate is closed (selection made), pushes a lever that rotates on a pivot that closes this switch long enough for the switch to get out of the notch and onto the cam. It looks as though your arm is stuck, making the switch always closed. manually rotate the mechanism by turning the motor with the belt while power is off. Bring it around to where the elevator is at the top. (above number one record tray. The switch should now be in the notch. You should be able to move the reset gate with your finger and see if switch is moving. If it isn't, locate the problem. The reason it plays number 20 is because once the mechanism starts, the elevator falls and it will stop at the first pin protruding. If none are protruding, it just falls all the way to the bottom and plays that one. If a record were in the tray, it would just play number 20 over and over. Examine that switch or take a good video of it and post it. Guaranteed to be your problem. You don't need a manual to troubleshoot these machines. They are very simple to troubleshoot once you understand them.
