The first thing to determine is whether it punches the pin on the first selection. If the pin is punched and the arm crank just hops over it as the magazine scans, this is often a faulty micro switch on the crank assembly or dirty slip-ring contact also on that assembly.
if the pin does not punch the problem is often poor contact in the chase wipers in the search unit. Dirty contacts in the keyboard can also cause this. Another thing to check is whether the power supply's low DC (approx 28VDc) is sagging too much during the punch. This would generally show up in all selections, but since it is a filter DC supply, the capacitor may need a "warmup" before it can supply enough capacitance to stiffen the DC supply. If original it should be replaced if you measure more than a few volts of sag.
