Those two brown stubs are the remainder of whats left of the original AC power cord.

Theoretically can't I just cut that cord and put a new male ac adapter on it and run power to the console that way?

I agree w/Matt's opinion that the two brown wires are the remnants of the power cord.
What I suggest it to connect an AC cord to those two stubs and place an lightbulb of approx 25 watts in series with that cord. Connect the speakers but not the turntable. Plug it in and turn it to the radio function . the bulb should blink briefly and dim to almost nothing. Try the radio and see if you have sound. If so, leave it on for a while with the volume control at a low, but audible setting.
If all goes well (no smoke or excessive heating of the amp heatsinks or hum) it should be safe to plug it directly in w/out the bulb.
Understand that even if the unit works it may not be working at it's best and might be headed for a problem as the aged parts drift from their original values.
It might be helpful if you post a pic of the complete receiver chassis and the faceplate and turntable on the unit.
