OK--I'll try--look at page 4 of the manual--the "Tormat"(aka TMU) is item 23. I believe you are speaking about item 26, the TES.
If I am correct, the latch bar solenoid ( which is NOT a "relay") is operating as it should. If credits are established, it should be energized, thus causing a selected number, or letter to be held down when pressed. The SECOND button pressed should cause the solenoid to drop out (be de-energized) for a second while the selection is being programmed into the TMU, and re-energize, only if more credits were established. This also "programs" the mechanism motor to run, but only if the "Service switch" is in the "run" (or, aka, "operate") position.
If it is failing at this point, you need to check a few things. 1. Is the service switch in the correct position ? 2. Is the total play counter (item #4) advancing ? 3. If on the service switch assembly the small black "slide switch", located next to the "bat handle" switch has retained it's spring "load" ( they have a habit of breaking the spring). ( the other black slide switch is the "reject" switch, and should have the same spring load)
