Did the dim bulb tester (light bulb limiter) glow dimly?
Did you put a cap in backwards? Double check.
Is it an early SHP1 amp or a later SHP1 amp?
Did you install the 4 jumper wires?
My thought is to narrow down where the static is coming from: before the SHP1 Amp or the amp itself or after the amp. Since you are saying the left works fine and the right has issues you can do a little switching around to narrow it down.
The RCA looking plugs on the amp are where right and left channels comes in from the stylus cartridge so you can switch those plugs to see if the problem is before the amp. Those 4 thin little wires from the pick up are really fragile.
The Red and Blue screw terminal wires are where right and left go out to the speakers so you can switch those to see if the problem is after the amp. Is there a loose wire or ground going to the stereo network or the woofer? Is the woofer cone eaten by mice?
If not before or after - then you have narrowed it down to an SHP1 amp problem. As you have probably learned from Tony Millers SHP Amp Book, the SHP is the most difficult Seeburg amplifier to troubleshoot / repair for a DIYer because of the way is it wired - one thing can cause failure in parts down the line.
If the amp is the problem and you cannot figure it out using Tony's book troubleshooting section; then you have 2 choices - 1. Buy a good working SHP3 amp to replace your SHP1 then sell your broken SHP1 on ebay for parts. or 2. send yours off to a person who knows what they are doing. Many juke repair people don't know shinola about the SHP amp so send it to an SHP expert repair person. (Ron Rich has repaired a bazillion of the SHP or possibly a few short of a bazillion).
