Frank,
You have a common problem--easily remedied.
It's probably a combination of things--1. the detent switch is either dirty, or "pitted", and now, mis-adjusted, and/or 2. the contacts that ride in the "frog" under the TMU , have become "cupped"--or worse, lost all their silver contact material. Start with the detent switch--clean and file, it if necessary--then burnish it with a burnishing tool. Then adjust it as per the manual. Then, pull the mech out of the cabinet into the "service" position* ( see the I & O manual), remove the two plug-on wires from the popularity (Pop) meter, and remove the two lower bolts holding the Pop meter "arms". Loosen the top two bolts, and swing the Pop meter up-out of the way. Clean-up the contacts with a file, making sure silver is still there, and re adjust as per the service manual--with minimum "upward" pressure.
* I would humbly suggest that you read my "Seeburg Mechanism Guide" prior to doing this-- (PM me, if you wish to purchase a copy)
