Seeburg LPC-1 reject issue

Hello,
I am having an issue with my LPC-1 that may just be gunky parts but it's first time it has happened. When I select a record I noticed that the record did not sit into the turntable. At first I thought that it was the lever that lifts the record into play since this has been slow in the past and just required some warming up and oil. However, upon further inspection it seems that there is a bar (for lack of a better term...I do not know the name of this part) that slides back allowing the record to be put in place that is moving much to slow. As a result, the record hits it, the tone arm and turn table clamp down, then the record is automatically rejected.
I have attached a picture of the problem with notes on it. I noticed there is a spring that is on the bar that seems to not really be doing much of anything, maybe that is the issue? Or it is just moving slow and I need to keep warming it up and moving it manually (been doing that for over and hour and still nothing). When I use my finger to push the bar back, the record falls into place and everything works so I'm curious is anyone else has any ideas or has had this issue before.
