Seeburg M100C glass grill tube and spoon - help

The glass grill tubes on the 100C were installed with protective black foam cushions on the lower end where the tube went into the wood, and with a foam cushion and a brown paper "insulator cap" on the top where the tube inserted into the metal spoon. The original glass tubes are in good condition and will be reinstalled. Both the foam and paper cap have been reproduced.

What I need to know is the order for installing the foam and paper "cap" at the top of the tube. Does the paper cap go into the spoon first, and then the foam? Or does the foam go into the spoon first, and then the cap.

I do not do cabinet work--I have replaced a tube here and there, but I don't recall that order--seems to me it should show in the cabinet parts section of the manual ?? Ron Rich
