Tubes Do Not shut off?

I have recently purchased a service/parts manual for my rockola model 429(aka the rockola starlet). My problem was that it was set to free play, thanks to the manual it is now back to working with coins.However, one problem still remains, the tubes will not shut off. the manual clearly states that when the machine is not in use(or when no credits are registered), the record magazine, turntable and amplifier shut off and go back to the home or zero position. The magazine goes back to the starting position and turntable stops and the tubes stay on. I am aware that the 3 are controlled by a relay known as the PLAY CONTROL relay located in the power distribution panel. Could this is bad? why would 2 out of the 3 work? May not be this at all? I have been through the manual but have not found much, any imput would be helpful....
