Magnavox console 2ST648 need help fixing!

We just got this really cool console and everything works, except the volume is very, very quiet when turned up all the way. We opened up the back to take a look at wires, can't figure anything out. Wondering if anyone has any suggestions. The stereo and turntable work fine.

This is usually one of these:

- Bad pickup cartridge. Ceramic and crystal cartridges go bad over time due to water absorption. Try connecting another audio source to the amp.

- Muting switch. They used mica blade separators on the original Collaro Conquest. These dry out, and crumble, leaving the pickup muted. I replaced them with plastic guitar picks on mine.

- Bad preamp tube.
