Is this the Philco that uses the rebranded Webcor turntable? If it is, first clean and then relube your platter bearings. If that doesnt get rid of the noise, have the idler rebuilt. The idler on these may appear fine but may have hardened enough to make the sound as the platter is very thin on these and transfers ever little bit of noise the changer makes. Just about every Webcor turntable i've worked on that had that noise ended up being the idler. Revitalizing the rubber on the idler on these doesnt help in this instance as far as getting rid of the noise. Those who have owned Webcor changers know this particular noise all to well. As far as the skating problem, make sure you didnt buy a defective needle or that the shank is twisted in its mount. Alot of the replacement stylus out there now are not as good quality as the originals. If all turns out fine, check the stylus pressure spring at the rear of the tonearm as it might be set too light.
