Is heat sink compund electrically conductive?

In troubleshooting my smoking amp problem, I am wondering if thermal paste is electrically conductive. I noticed that I got a little sloppy with it. The brand I am using is GC electronics - Z9 heat sink compound. It is composed of silicon and zinc oxide.
