Rock-Ola non stop magazine spin

The record magazine on my Rock-Ola 490-2 rotates, non stop. When the switch is in either operate or scan, the rotation speed is fast. When the switch is in the off position, it spins at a slower speed. Any ideas on what is causing this problem?

I don't know what's happening there--sounds as if the motor is getting voltage from a source, that should not be supplying it--?
