First see if it has a positive tracking force. Replacing the cartridge with a lighter one may have left the arm counterbalance lifting the arm instead of reducing its weight (as it is supposed to). Be sure the force is correct for the cartridge installed.
There should be a lifting pin or arc that raises the arm. Often the pin is inside the arm shaft. Check to see if it is actually lowering. Often it gets gummed with worn-out lube, and sticks in the up position. Otherwise, check the levers and cams to see if they are actually moving to the position that lowers the arm.
